1. When upgrading tech does the upgrade affect legion units in invasions?

2. When upgrading tech does the starting units challenges?

3. At what tech level(s) do the enemy units start? Do my tech upgrades affect the enemy units?

4. Is there a general feeling about when to try the conquests? After all of the campaigns in a given era (e.g. WW II) have been finished? Half way through? Doesn't matter?

5. What (if any) is the effect of changing "Game Speed" on the game?

2. I would think so.
3. No idea what they start out with, but your tech upgrades benefit the enemy units. I was doing Exercise in Budapest, and I tried to gain an advantage by upgrading tech regarding health, though the enemy units also got upgraded.
4. I don't think it matters.
5. Changing game speed speeds up the time taken to do all of the AI turns. Basically, it makes the waiting period shorter.
