As for any country conquered: Rebels will continue under control of the Leader however building ships and big armies is prohibited as Rebel-force. However their allies can build an army/ship for the rebels and give it to them.

I'd say yes there's an underground movement but much harder to win battles. And maybe have Polish troops join allied (British or American) regiments. |

Of course Poland will keep half it's army when it is conquered because it sort of happened too in WW 2. After USA, Canada and UK the Polish were the great liberator of Western-Europe. But remeber that this time the Soviet-Union is on side of Poland.
