I currently have Emperor Taizong (Li Shimin) with two stars (Fire Dragon). I can upgrade to level three, which is a catapult, but is this a good idea? I personally like the fire dragon, since it can hit multiple enemies at once. At the same time, catapults have the extra range. Is it worth upgrading now or should I wait?

Tbh, if you don't upgrade, you'll be disadvantaged, but you keep the splash dmg.
If you upgrade, you'll have to wait until Industrial Age to ever get another form with splash dmg.
If you don't need him to be stronger now, leave him in Fire Dragon.

I agree there is a period you can keep him like this.. but after a while for getting stronger you will need to uograde him. If i am remebering it well after the last upgrade he has his akillzzz back

I kept him at fire dragon for as long as I could for the same reason, but as previously stated by Singlemalt & Oda there comes a point where he's just too weak and you have to upgrade. I can also confirm that he has splash damage again at level 6.
