Here is my argument; Ace Forces is secretly the best third or forth slot skill for any general.
The reason for this lies in the way ranks work in WC4, as each rank earned by a unit adds directly to its defense, health, and attack. In this way, Ace Forces is like adding an extra star to your general, adding +4 attack and +2 defense (which I found to be constant, so every unit had this same buff) for each level as well as a percentage of the unit health.
This means that at max unit rank your general can add an extra +20 to his attack, which is equivalent to 5 stars in their respective specialty.
I have not tested how this works with air force generals, but in my opinion this skill is useful mostly on naval and tank generals, because they have the health to last long enough to get max rank.

Also, unit rank seems to work like it did in EW4, where higher damage = more experience, so high output generals are favored by this skill

Thinking about the skill and the downsides of the skill is it can be rather useless if the unit the general is on is already max lvl or near max lvl. If the battle goes on long enough that generals without ace forces can reach max lvl than the skill does not seem as useful.

I liked this skill a lot. Yes, this skill is not a game-changer one, but it is realy effective with proper skill combos. I m using graziani with lv4 ace forces, lv 5 machinist lv3 mountain fighting (with medals) lv3 panz leader lv3 armoured assault (without medal). İf u try to position him properly in mountains, he has extra 23 attack with mountain fighting, %20 damage reduction for tanks in mountains. With extra output in mountains and ace forces, he level up quickly. With extra defence, his health regain (machinist) became so much effective, his attack and health will improve.
Mostly graziani was the last general joining the game after guderian and rommel, but with ace forces he reach red star exp first mostly. ( although guderian have lv5 panz l, lv5 armoured as, lv5 blitz all with medals and guderian and rommel starts with lv 1-2 exp units at the beginning) at max level %150 extra exp really makes difference.

If exp needed to level up is relatively the same as in WC3, it means even with AF medal you get no more than 2 extra levels, so it's 8 attack and 2 defence only. And even such bonus is not always: sometimes you have only 1 extra level and sometimes (also finally in long battles) you don't have extra level from AF at all. Sure, it's not so bad when gen already has it, but for sure it's not worth to add this skill to your gen.

I would agree that it is a very early game-centered skill, but I see it as useful because you can get the buff for less hp lost and less time, meaning the unit will be more effective than otherwise without the buff
I would say its a situational skill at best, but in the right situation it seems really beneficial to me
