At the beginning just paradrop every city you can by turn 15 you should have 12+ cities, after that split your army in 2 parts one to the east one to the west take Britain and anything you can in France, Russia is no challenge at this point, the rest is paraspam until missiles and then just missiles+paratroopers, easy victory under 90turns

Any that you can get, every city with lower HP or without any portection and you can send mannerheim with artillery to Petersburg

It's quite easy.
Send Mannerheim and few artillery pieces to take over Leningrad while saving resources. Germans will leave a bunch of cities open etc. Copenhagen. I have won with Finland multiple times and every time I did it Copenhagen was open. You should be able to take both Warsaw and Kiev, but don't be too disappointed if you don't get them.
Go for Moscow, it's quite easy, you won't even face resistance from Russians, and rest is easy.
Take any empty city you can in Western Europe because you will need it for invasion of UK. Don't invade UK until you reach Pacific.
If you fail to capture cities at the start, simply restart the game.
