It should cost one turn wtf First off let's talk about distance It's 1,100 km or 500-600 miles from Budapest to Kiev Second Russia>Hungary just look at Stalingrad third ur blocked by Poland and Romania meh unless Romania lets u which proably is a no since Hungary took Transylvania in 1940 |

Romania is my ally who I am providing supplies to so why wouldn't he, and Poland has been taken over. So I have to go through my allies territory.

I am trying my best to avoid it. I did the technology gap to encourage people to battle instead of to invest in technologies. Next phase will be 1941. I will prepare the weather and politcal circumstances for 1941.
