Techs go also for colonies. Techs researched in France does also count in Laos. Techs researched in the Netherlands does also count for Suriname and Dutch-Indies. Etc. Etc.

After placing hundreds of wheels Well technically, Hungary could build ships for its rivers and lakes, but A.I don't know if there are any major rivers or lakes in Hungary except for the Danube B.Still kind of a waste if you can't use them for sea. But, it could be useful for attacking along the Dniepr and Danube. Also, if you think it's ridiculous that I'm trying to point out a way you could build ships without a coastline, look up Bolivian Navy. They're landlocked and they use their navy to patrol their lakes and rivers.

@thatemricanguy we are talking about destroyers. war ships, you do not use destroyer fleets to float about around lakes and rivers. . And even if you do, I can think of a 100 more useful ways to invest one of your turns
