You can never have enough 5-star generals (Vatutin, Rommel, Patton, Govorov, Goring, etc).

Based on your current lineup, I think Govorov is better. Marginal benefit from changing Greim to Goering seems to be less than what you will get from having additional end game artillery.

You might consider promoting him a bit because he starts with pretty low HP. I would say to M.General is fine. From my experience, 170 HP is enough for an artillery general to survive through a tough conquest (e.g. 1-star nation alien conquest) then you can use spare medal for new generals or promoting tank general like Guderian.
