Oh, fine. He's not recommended, just get Garibaldi. I'd rate him 3 stars if he wasn't so amazingly useful during that conquest. The same goes for Ludwig.

You’re so right! I once played as Prussia in 1798 and man, Wilhelm rocked! His damage was quite good and his Tactics Master ability triggered almost every time. Plus that HP due to his rank as a Marshal.
