Similarity: Both 4 star tank. Both General. Both around 2000. Both lvl 1 Supply.
Graziani Advantage: Lvl 4 Defense Tactic, works a lot if lucky. Cheaper.
Timoshenko Advantage: Higher output, lvl 3 Tide of Iron. Runs faster, five stars!

I am on Timoshenko's side. Because I cares mobility and output more than just defending. Graziani is just for blocking in my opinion. And I don't really care about price, I only care if they are strong or not, that's why I have four 3000s generals!

Mobility is too good. Graziani like you said is just a meat shield with wheels.

Graziani because I'm cheap, he's a meat shield, and can be used for advancing. If I was patient enough to collect 3000 medals, I would go for Timoshenko...but by the time i have 3000 medals, I'd rather buy Guderian.

Timoshenko has nice skills and high movement, which are very nice for (alien) conquests. Graziani is cheaper and has a high defense tactic, but a 10% chance to get this skill triggered is just way too low
