I am confused as to how I raise my max population? In conquest I am playing as russia which shouldnt be too bad but I keep getting taxed just because I have to keep spawning troops on three fronts and am getting taxed out of so much money. I have tried upgrading cities, taking land, and nothing raises my max population threshold. Any help?

Sometimes cities you captured won't have a farm built and you have to build one yourself to increase population

Does every country have a hard cap on population? Is it 150 for every country?

I looked at 1806 conquest and the limit is 160 there.

On Youtube, Warmaster said that it is that way to prevent spamming of troops of both the player and AI. However, you can disband useless units to free up some space for new units.

in my opinion 150 is extremely little population for the larger powers. Some of the stronger/larger nations should in fact be able to spam more units than that since we know that they historically have been able to do precisely that. Available manpower was and is a strategic advantage.
Also not a fan of the game letting you build more farms when it's obvious you will not be able to take advantage of that investment. It was frustrating when I first started conquests and I couldn't make sense of why my newly built farms were not raising the cap.
When funds and resources are limited and conquests difficulty is fairly high, it's a bit annoying to waist precious starting resources building stuff that does nothing. I hope at least that part get fixed in a future patch.
