I noticed that somebody didn't know what it does. It allows the general to equip Flags. Flags are an item that I'm sure we have all seen before in the item shops. They are the ones that are like: Dragon Flag, +2 attack to the area. There is one for defense and supplies. Only generals with the Banner skill can equip them.

The skill banner doesnt do enough to be worth it imo,as the flags have weak bonuses and would require a player to bunch up his units which is often not really a good tactic.
The skill might actualy be broken,when I tested the health regen flag for example it didnt register a change at all in the regen number displayed like the other regen items do.IE:if you equip a supply flag the nobility doesn't change at all,if you equip a tent your nobility goes up.

Plus the 800+ medals to but a good flag. Massive waste of medals those are.
