Well if I think a general like this is not that good, I have reasons.
Salvo - This is a good skill. But there's no reason to buy him because of this skill only, since almost all art gens have it.
Explosives - what?! When was the last time I ran into a bunker? It's usually just trenches and barriers. It might help once every while, but I expect a skill to give me more than this on a general that is said to be good!
Land Fort - not bad skill. You can take factories/stables/etc and get a damage boost.
Plain fighting - Great skill. But two terrain fightings usually is not good. John is an exception since Jungles and Mountains can be combined at once in one tile and that causes John to do crazy good damage.
Cover - doesn't trigger that much, sometimes the enemy can still crush you hard even when this activates, just a meh skill. Nothing special.
Highest title - King. But he is only on par with John. Sophia, Alexander, Mahmud, and Napoleon all can reach emperor.
51 battle ability - not as good as Alexander or Napoleon ( I think) when they're maxed out. Nothing special about it.
48 ability - sure this beats Alexander but this is easily destroyed by Mahmud and Napoleons ability. John is also only 2 less so nothing that special.
2030 medals - what?! That's pricey! I don't find anything special about him like Aura skill or stacking terrain bonuses, it's just mediocre! John is more of a preference over me and Sophia is pretty good but I like John instead. I don't find anything special about Kutuzov so far. I don't really care about starting health that much anymore since you can just upgrade it to 35% if you need to for just a few hundred medals.
So in my opinion, an ok gen. There is way better options. I mean who cares about Mahmuds desert, it's not a catastrophe!

I like scharny more tho Did not read this while making the post but I think Alexander and Napleon are better in BA since they can reach emperor. I don't think that those 3 make this guy worth 2k medals. I don't want to pay 2000 medals for an art gen with plain fighting, that's not special enough for me to be worth that price. |

He isn't extremely bad, you do get 80% of medals back for dismissing them so it's not too bad. Losing 300-400 medals is survivable. |

But he lacks artillery master, which is a skill I really like because it can lead to huge damage against cities. I think Scharnhorst, as I have mentioned millions of times before, has higher output due to his inspiration and artillery master skills. I can see why Kutuzov was once loved, same case as Davout. Plus John has a jungle fighting + mountain fighting as well as tunnel so he is a much better fit on artillery. Really anything kutuzov can do, others can do better |

I thought so myself and there are others i could add but the list is too long(: Btw I used Sophia for a long time, she was extremely good,decided to retire her back to the palace, where her aura could be still usefull. Also wanted give John a go,right now not so impressed he has potential, just ain't got the same power,gonna keep and upgrade him. |

She helped me survive the battle of Carte Blanche in the hundred days' war. John is good, cost efficient, but still weaker than Sophia. Alexander I and Mahmud II should suffice for artillery. |
