I'm not sure if it is just me or was the 1798 too easy to get done, I just didn't see any real resistance from any side at all, playing as small countries was what I would expect and it still was quite easy to get done, I haven't played with every country yet, but I don't see anything that could give me a challenge in 1798, maybe 1806 is different, haven't finished any conquest there yet as I was playing 1798...

I finished a Sardinia conquest with just militia and the one starting ship.

Have you tried a conquest on the french side? If sardinia is any indication the anti-french alliance can usually do the work and defeat the french alliance by themselves.

Yes, but when you play as french coalition if you destroy either HRE or Prussia AI will do most of the rest job, but you have to attack UK afterwards to help France or Spain to take it
