I think that Naples is the best two star country in 1798. You can win pretty easy. All you need to do is these steps and you don’t even need any generals really.
1. Get your allies in the war by spending money.
2. Advance with a lot of militia up against Rome and unify Italy.
3. Take half your force to take pressure off your allies in France so they can easily take Paris by attacking Turin.
4. As the French start to crumble, help HRE and the Russians with the Ottomans
5. Help take Spain.
Done.

I'm doing 1798 with Naples now. I attacked Italy right on the first round and in 5 rounds they were done for. Although, I got quite pissed off because the Holy Roman Empire captured Milan and the nameless city north of Rome(that happens to be Florence). So when the Spanish attacked, I let them capture both towns so I could just blitz and take them for me.
This didn't go so well, but I captured Florence, but it also ended up with the Romans losing Venice and my game for the last 20 rounds has been resumed to me trying to take Venice and Milan and the Spanish trying to take Florence back and Rome. Now the French and the Ottomans have joined the war on Spain's side, and the British and Sardinians joining the war on my side.
The front basically became a giant trench from the Tyrrhenian Sea to the Adriatic Sea. The front hasn't moved for 10 rounds and just became an endless bloody massacre. I started to run out of money, so I had to start using militia and drafting citizens into the army.
Now I'm asking myself how this is gonna end up and am left to appreciate how realistic this game has been. I'm not even mad, it's bloody(no pun intended) accurate. War was pretty similar to this in those times, I guess.

War was pretty similar to this in those times, I guess. It's okay to let your allies take cities Brother. You shouldn't let Spanish take allies city just so you can retake it. This game is about your allies steamrolling. It's not like other easy tech games where you have to be the hero. Let your allies take the cities. The win condition is when they start to steamroll cause they cannot and will not be stopped once they get going. I have seen France spawn multiple generals but failed to stop the steamroll truck who just crushed every single thing in its path.

The problem is that the Holy Roman Empire in this game is extremely bad. After they got pushed out of Venice, they started losing one city after the other and now they are resumed to a small town close to the border with Russia. If it was an ally like Britain or Prussia then I would surely not get mad, but the Romans? Eh.

If it was an ally like Britain or Prussia then I would surely not get mad, but the Romans? Eh. Off topic: Technically, by this time, the "HRE" only exists in name. They're more or less the Austrian Empire but still use the title of HRE to retain loose control over the Germanic provinces. Then again, that's what I believe, I don't really have much Historical knowledge to back up this claim. If you have spare resources, you can attack the Denmark half of Denmark-Norway, allowing the Swedish to have an easier time taking down Norway & Copenhagen.

Yeap took the suggestion in this thread and did that Naples conquest, it was pretty straight forward and no unpleasant surprises. I didn't use diplomacy much, just 1 time for Ottoman and 1 time for Russia but mainly the interactions were just via cannon balls The game went fast too, the only disappointment was no princess for an S rated game

Prussia was my first two star conquest and I liked it a lot. I played it a bit differently in that I went after Poland first to protect my flank while holding off France and Denmark from Berlin with my fort and cannon and the occasional infantry. Once Poland was secure, I turned West. By that time, France and HRE had mixed it up quite a bit, leaving Saxony, Cologne, and Frankfurt ripe for reconquest and from there right into the heart of France.
