Which french ally country is easiest to complete in conquest? I want to get some eagle badges Some say you can piggyback on the powerful French & steal some cities when playing as the Netherlands. IMO, if you know how to use the Ottoman Empire well, you can assist France by launching an attack on Central European Coalition positions, forcing the Coalition members there to fight on 2 Fronts.

I think easy or not depend on the quality of generals you have. If you want most badges per time and have enough good generals, I think Netherlands in 1806 is best choice. You can participate in both main battle fields and can control them => Finish quicker (example: sometime, France and Spain lose badly to England and you need spend many turns to clean the mess when you play as Ottoman). Beside that, reward from 1* Nations is better than 2* and 3* (3 badges instead of 2 or 1). In 1806 I think French coalition is stronger than English one (1798 is opposite). I play as Netherlands 1806, use Nelson to hold the English rush from sea, use Blucher and Napoleon to help allies in Central Europe battle field (use Wellesley if need more gens to control the battle field), and Wellesley (if he's still available) to invade England with the help of Nelson. Usually finish at 5x to 6x turn.
