I know that some of you are thinking, "We discussed this last time, the enemy HP is too high to be steamrolled." However, what I'm suggesting is not "mow down the enemy & destroy their cities", I'm suggesting a WC3 1975 Aliens conquest type of "blitz". It involves using Force March on a unit to capture an enemy city.
Step 1: Ensure you have at least 1 Force March available, 1 or more units close to a target & you have carefully chosen a target city. Step 2: Destroy the city by Blast or conventional warfare if necessary (in most cases, it's not needed since you're targeting the undefended enemy rear) Step 3: Use Force March on the unit closest to the target city & capture said city. Step 4: In case of presence of nearby enemy troops, use your nearby troops to kill or block these enemy units. Construct forts if necessary.
And that's how you "blitz" enemy cities. If you think about it, it's kinda like WW2 Battle of France where Germany slips mobile armour between the openings in Allied lines to capture less defended/undefended French positions behind enemy lines.

Well first of all, you generally don't have access to Forced March early on. It takes a level 2 academy plus 45 knowledge to get one of them. Plus another 20 per Blast.
Speaking of Blast, it's not spammable. You can only hit a city with it once per turn. It'd probably take at least 5 rounds to crack a level 3 city, which is 5 blasts. That equals a whopping 145 knowledge to take a city.
It could be done to level 1 cities but still, knowledge doesn't come quick early on.

An additional suggestion.. if you capture the city and the unit is already damaged.. you can kill it and immediately build a fresh 1
