Mountain fighting sucks on inf. at least he can reach emperor and get some dmg in. 4 star I live in the mountains, and i'm good at fighting, so logically speaking, mountain fighting doesn't suck . Although i prefer not thinking of the things a general or unit can't do, but rather what they can do to contribute to the overall strategy. So he can still be useful when sent to areas with lots of mountains, and he can be strategically positioned so you can prevent enemy units from swarming a city you have, and can flank the enemy using him. Still 4 star, Karl can do the same strat, but in Jungles.

But you also need to find plains for your plain fighting gens, aka your cavalry.

If he had jungle fighting, he would be discount Karl.

Now I've changed my opinion of Wellesley. He is actually very good and worthy of buying. Not at first, but develop him and he becomes one the best stand alone Infrantry generals there is. 5 stars.

Alert actually makes him useful in the Crimean war challenge. Along with nelson or any navy gen with escorting, he'll mostly be the last man standing in those naval challenges. He's still a 4.4 to me, since he gets slightly outclassed by Washington and Suvorov.
