I done it with 2 stars using Washington, Kutuzov and the 4 free generals. . I aimed to capture the city north-west of starting position. I got lucky the enemy general decide to leave the city and left no unit on it. Once I had the city the French units from the west attacked and I defended by building riflemen and militia. I made a mistake by trying to capture Frankfurt with the rest of my units. French reinforcements from the north came and I had to pull back my artillery units. I spent a few turns clearing the enemy units before i went back on the offensive and was able to capture Frankfurt. My allies made the city in the north-east open for capture and I used forced march on a riflemen to capture it. I capture Cologne on turn 22. Helpful stuff to know is killing Devout will cause a double morale drop on the French units. Killing Napoleon will also caused a double morale drop. Capturing Frankfurt gives 300 gold and capturing the city in the north-east gives 100 industry.

I managed it yesterday in 17 turns. First I took the objective immediately in front of me on round 3. Then I went for Franfurt after clearing out the enemies that were attacking my allies. Next, Napoleon came to attack but he made a fatal mistake. He entered the northern French city right as I kill Davout with my militia spam in the first objective. He got the double morale drop and I bombarded him with rockets after surrounding him with Bolivar and Jourdan on siege artillery. After taking that city, it was easy to just turn around and go for the last northeast objective.
You just have to make sure you spam militia or line infantry in Frankfurt and the first objective.

This might be a bit too late but I'll write it anyway. (haven't done this for a long time) What I did was to go directly to capture the objective (Bavarian city) on the top right corner. This can be pretty easy since it will also be sieged by your allies. There are many benefits to this 1 French troops on your left will be idle for several rounds. 2 All the active enemies attacks only your allies which you can single them out with artillery 3 If your ally's city is captured by enemy, that is actually a good thing because you can retake it. This allows you to build fort(s) which is useful for hitting multiple enemies. And that also increases your food limit which allows you to spam a lot of troops. 4 You have your allies as your cannon fodders
After that I just went ahead and took Frankfurt when I felt ready (round 13-15 is good enough), then the other two cities will be easy.

I did it in 10 turns.
First take the objective to the northeast in two or three turns. Send one Calvary to snatch the objective in the top right corner.
Next kill target devout to drop morale before taking Frankfurt by turn 6. Kill Napoleon to drop morale again. Take Cologne.
Use blasts to help lower city durability, and forced march to speed up movement.
