The attack is affected not only by generals but by the tech advaces also. Your tech upgrades are too low, so Your Lannes can't hit like AI. Moreover in addition in most games AI opponent always has buff in comparison to player

There could be a number of reasons why your attack was not as high as enemy.
The enemy might be in a terrian type that reduces damage or they were in a city.
You might not be using the skills of your general to your best ability. Lannes and Blucher both have the "plain fighting" skill so if you are not in plains than you would deal less damage.
Blucher has the "Counter Attack" skill so he going to deal more damage when you attack him than if you are using him to attack.

the problem is not just general vs general. my generals less damage normal soldiers. But AI generals are always stronger than me. First of all, I have to say that I am playing commanders in the conquest section. I have not received a commander yet. I plan to sell commander after my experiments. But the commanders influence on my phone is not good. Maybe I should look at the guide.
