I have 1600 medals and currently have the 4 free gens, pagent and Bolivar. I need an artilary general to help me in the campaign, and with the updates to conquest I can't farm as easily, and I'm pretty stuck in the campaign. Should I buy a good purple/gold one or should I carry in grinding for kutuzov?

Yeah you should stick to buying Kutuzov.
The Netherland 1798 conquest exploit is the current replacement and it is in my opinion faster than the Sardinian conquest one.
It’s basically 8+ games of conquest to get him.
I regretted when I bought a naval general like Treville instead of Nelson or Hood because of laziness.
I think that if you have that many medals you should just get the best one out there.
Or maybe just get Napoleon. Your choice.
