Some generals I can dismiss, because button is in red color. But 'dismiss' button at some generals is grey and I can't do anything with it. How can I dismiss those ones?

You can't dismiss generals if they are working on a mission. Just wait for it to finish and here you go. Note that you won't get anything other than free space for dismissig the 4 free generals.
