I have Bolivar, kutuzov and pagent, one of every type of land general (and the 4 free ones). I don't think a naval general is needed though I may be wrong. Should I spend my medals on another infantry general perhaps or work on upgrading my current one's?

Having two infantry general's is very nice, I recommend Massena.

Unless you don’t want those free medals on the Hood campaign then you don’t really need a Naval general. Let’s see if they even have naval campaigns in the British campaign.

Britain was known to have the best navy around.

In Britain campaign there are at least 3 Naval battles - Abu Qir, Copenhagen, Trafalgar (there is a possibility that other battles at least partially will be Naval battles - for example, Crimean war). But the question is - do we really need an Admiral for those battles. 1. All those battles were Nelson's victories. So we will have Nelson as our ally or under our control. 2. Our land generals could be quite effective in naval battles as well (especially when equipped with ambulances, tents and so on).
In WC4 at least one Admiral was necessary for completing the game. We simply don't know yet what is the situation in EW6. To buy Nelson or any other Navy general right now is imo a premature move.
We still don't know yet how many generals are we allowed to use in the new campaigns and challenges. It may well be 6 as in WC4 (though in some battles in Domination mode we could use more than that). So I think right now to hire and to upgrade 6 land generals is a good strategy:
1. We will use them anyway in the future. They are the backbone of our team. 2. We can always add 2 additional generals (maybe one of them will be an Admiral) when we will know for sure that we need them.

Moreover in some games where strategy is of paramount importance (chess, for example) it is the best way to victory - to create an imbalanced position

Nice number Must say sorry to Mammuh, Dabrowski, Barclay and Trevil because I don't want to ruin my golden team.

I have 1 cav, 2 inf, 3 art. I am still unsure about a navy general. The British campaign will have naval battles but I don't think the campaigns after it will have naval battles. South American liberation, Roman unification, and the birth of a empire don't look like they will have any naval battles.

In Russian there is a proverb "not everything that glitters is gold" But I have to admit that your team is quite solid
