I’m wondering if something is not working right for me, or if I’m doing something wrong. Many of the Generals have basic abilities that you can upgrade, apparently, by completing certain scenarios. However, when I complete the scenarios I still cannot get the upgrades. For example, Terauchi has 4 artillery stars and one space for an upgrade—when you touch that it says “unlock: Operation Barbarossa Normal.” I completed Operation Barbarossa at the normal level ( a 3 star victory) but still cannot get the upgrade. Same with other Generals also. I appreciate any help!

You need to capture the city with the green circle around it in the mission to unlock the ability to upgrade a specific skill or set of stars

Wow, thanks! After reading your reply, it still took me awhile to see that yes, one city in that scenario does have a moving , faint green circle coming out of it—I will try it. How is anyone supposed to know this? It should be in the tutorial or something— just one of the WC4 mysteries I guess; LOL. I’ve been playing this game for 7 months and I have never even noticed those green circles— but I haven’t been looking for them because I had no idea they meant anything.

I’ve been playing this game for 7 months and I have never even noticed those green circles— but I haven’t been looking for them because I had no idea they meant anything. They either mean an unlockable game mechanic or they change the campaign situation. For players that played past ET games, this is a well-known feature. For some newcommers, they'll capture it out of curiosity. For your case, it's bad luck, I guess, since you didn't notice them or know what they did.
