I did notice we can't have 4 faction on one map fighting it out
00 Neutral
01 Allies
02 Axis
03/ Nato or WTO
04 Neutral
05 you get victory screen after turn 1

Allies are with the NATO while Axis are with WTO. That’s how they’re programmed.
