So I have Napoleon, Washington, and the campaign generals. I’ve accumulated over 1000 medals and I’m not sure if I should keep saving medals until I have enough for another gold general like Karl or kutuzov or just improve upon the two I have.

If you have not bought 2 ambulance yet, buy them before you spend any medals on new gen or upgrading any skills.
If you already have the ambulances then I’d save to buy another gen and then consider upgrading the essential skills first such as the auras and terrain buffs.
