I haven't been dropped any despite having 15 silver ones. Which countries and years do I need to use to get the gold ones?

Which countries and years do I need to use to get the gold ones? 1798 Portugal, Naples, Prussia and Sweden are good ones because there’s no Africa, Arabia and Greenland which makes it easier to capitulate countries. You do need to do some lend leasing and have good generals to pull some countries off though.

There are eagle badges (but they are silver) and crown badges (they are gold). So you can get them by playing French coalition and it's royal counterparts respectively. There are not any gold eagle badges in the game. Gold crown badges and silver eagle badges are of the same value when you exchange medals for them... Some medals require more crown badges, others - eagle badges After all necessary medals are collected you simply will sell crown and eagle badges (3000 coins for each of them).

Just play conquest as Coalition. There are many great countries to play as, such as Sweden.
