I havery read on numerous posts to get wonders before upgrades. I'm starting brand new in this game from wc3. I have yet to spend any resources except medals to get messe. Should I buy any upgrades or push hard for wonders that decrease cost by 10%.

I suggest upgrading tech a bit to give your units an extra edge against foes. Around the Cold War era tech becomes crazy expensive so investing in the 10% wonders during Pacific era would be a good idea.
