I feel as though having an extra cavarly buff might be helpful, but I will not have the medals to buy Murat any time soon. Which of these courses of action should I take? Right now I just finished the Battle of Trafalgar, and got all the achievements for the 1812 conquest.

Since you have them, you might as well keep them.
Davout is quite good on his own. He possesses a good skill set.
Nelson can be used for many things as well. From farming conquests as coastal nations to certain tricky naval campaigns.
