Do they increase critical chance or critical attack? Are they useless or are they useful. Give your opinions down below. Thanks.

Well, there are two medals that increase the damage of critical attack, so it is safe to assume that these two items increase the chance of trigerring. I found out through testing ( still pretty low number of samples) that crits trigger 10% of the time (weirdly enough about 7% for the weaker side and 13% for the stronger one) and increase damage by about 40%. The problem is figuring out if they increase this chance by percentage (13*1.05=13.65%...) or it is a raw increase ( 13+5 =18%). I might test this in the future, but if it is the first one, the item is totally useless. About the second one, it would increase overall damage by about 2%, which might be worthwhile only on a strong general with the Iron Cross medal (like Davout). IMO, not a good buy, at least the price is set right to figure out that there are better aternatives.

So pimping out your generals with a +20 battle ability item is smarter.

I don't think they are bad items especially for those generals who already have an increased chance for a critical attack - Karl, Suvorov, Ney, Washington ... But there are definitely better items.

But the +20 battle ability items are better? I plan on giving those to my generals such as Barclay, Murat, Dabrowski, and Alexander I, as the elite generals on my team have all the best items like the Ferguson Rifle and the flintlock pistol.

Personally I bought Commanding knifes for two of my Inf generals. The are hardly worse than + 20 battle ability items and they are available for coins not for medals. Besides all types of uniforms are good for Inf generals. It is an interesting question what is better for your third or fourth Cavalry generals. I think defense items are better in this case. And probably + 20 battle ability item is good for Alexander. But Mahmud has an increased chance for a critical strike... Maybe the royal sceptre is not a bad idea here... Karl without/with two uniforms - royal guards' cloth and military suit + 120 HPs

And I agree, I’ll give mahmud both a royal sceptre and a damage boosting item, as he is probably gonna be the general on my team who can’t heal.

In my experience all Artillery generals can go perfectly well without any healing item. I would rather give 2 med kits to another Inf/Cav general.
