I had 3 generals: Picton (98,+6), Ney (86,+5), Grouchy (98,+5). Today I bought new general: Scharnhorst (54,+2). Where should I put these generals?

Read kanue 's guide for HRE 1798 in the Training Camp. Although it's doubtful that you will get Lan and Victoria. You might be able to get Isabela.

.... You can't use four generals in HRE. It's a 5 star country.

As stated in kanue's guide, it's recommended that you use a cavalry general (in this case, Ney), an artillery general (in this case, Grouchy), and a cavalry or artillery general (since you have Scharnhorst, you should use him). You start off with 2 heavy artillery. Use your artillery generals on them. As for Ney, as stated in the guide, you can make a stronger unit or put it on the heavy cavalry you start with.

That still hurts me Ergh, I'm not a huge fan of playing as countries that start off at one side of the map, I kind of prefer those that literally have several fronts to fight, so you can divide your starting force more effectively to conquer all fronts, like HRE.
