So the Art of Blitzkrieg follows the same routine as regular German Blitzkrieg does, weakening the enemy to the point of zero chance of counterattack and ending them with an annihilation attack.
Factors to include to ensure a safe and effective Blitzkrieg:
-The condition of both armies
-Terrain
-Mobility
-Quantity and Quality

So let’s focus on the condition of both armies.
It is important to start a blitzkrieg using troops with full health as they can maximise in taking down the enemy.
It will never will be a Blitzkrieg if your troops are on the brink of collapsing.
Of course, it would not be a true Blitzkrieg if there are mountains blocking the path. Considering we need to travel fast to create a Blitzkrieg, then we should also consider which terrain we are travelling first.
I also factored in mobility as that’s the important part. With fully maxed mobility, you can travel faster than your enemies and thus, able to encircle cities and such and capturing them in one turn. Riflemen, Musket Cavalry, Lancers and Rockets all have high mobility, which ensures a true Blitzkrieg.
We also need what units you need to create a blitzkrieg. By that you need units that can take a lot of damage and can deal a lot of damage. Something like Musket - Heavy Cavalry, Riflemen-Grenadiers-ELI and such are suitable to be the catalysts for generals and are good themselves.
Military tactics are something that also should not be overlooked upon. Utilise the cheap cost of blast to reduce city fortification, forced march also makes it easier for faraway troops to regroup and plague to make 3 units take damage each turn, weakening their state to counterattack.
