I have a few ideas:
1.No training units( you can only use resources to help and bribe allies or upgrade cities)
2.No bribing/donating
3.You may only attack enemies after an allied great power(3*) fallls.Defending,moving,and any action in your own teritorry is permitted.

I think juljas has tried this multiple times and may have linked a few videos when he was most active. "End sieg" as WW2 German government had called it. Of course, with or without buying IAPs, anyone will fall eventually, unless you blitz through weaker and smaller states before the 3*s join. |

I had once tried 1815 Bavaria and declared war on every nation turn 1.I lasted until turn six.
