Can i play switzerland and neutral in the game. I want to play as switzerland in 1798 but it won't let me

Can i play switzerland and neutral in the game. I want to play as switzerland in 1798 but it won't let me Switzerland can only be played in 1806. Every other Era it is neutral. 1806 is incredibly difficult for France's team and Switzerland will be right in the middle of it with a non-existent economy so good luck if you are going to try it.

How fun would it be if you can chose which side you are as for neutral countries. Then I would be Switzerland and join the coalition and call in the EXTERMINATORS (Lannes and Rowland each on double MG, Golitsyn and Ney each on a double Armored Vehicle, Drummond and Isabella each on double rocket launcher. France will be dead in ~10 turns.
