I have crowd tactics on Konev and Wolfpack on Doenitz and they are useful, they will buff up at least 3 units around them.

I put my medal for crowd tactics on Konev and he buffs up 30 dmg I think for sorounding units. Maybe Wolfpack is not so important as crowd tactics because naval units have much hp, and naval warfare is not so common but it's nice.

Wolfpack imo ranks third as most useful skills after Rumor and Fleet Leader. (sorry Explosives and Sailor you just didn't convince me.) Unfortunately, this combination is only possible on Nimitz and Donitz.
I wouldn't spend the medals to buy the skill but since Dönitz already has Lv4 Wolfpack (150+250+350+450=1200 medals) I think he is the best offer to get the skill. Imagine you want to pimp your Nimitz with lv4 wolfpack and one additional fleet leader (so he reaches Donitz' level) that would be 1767+1200+240 = 3207 versus 2815 for Donitz. (I'm assuming the effects of Depot Ship lv2, Ace Forces lv3 and Camouflage lv1 as well as difference in movement stars are negligible.) I also think that a second Navy general can make some scenarios/exercises/battles a lot easier and wolfpack helps tremendously to cut turns and losses in daily navy invasions. With high level Rumor and 2 artillery stars, Donitz can be a decent 6th general in land based UN missions.
If there was the possibilty to vote for "good skill and cheapest on Dönitz" that's what I'd pick;-)

Solid arguments. I also believe that explosives on admirals may be a bit of overkill. But is it enough to justify buying donitz over kuznetsov?

Friedrich “Fried Rice” Paulus , there isn’t that much of a difference between default Dönitz and default Kuznetsov, but Dönitz is super useful for tasks that feature Wolfpack, and he’s also great for 12-medal navy invasions. Dönitz is also the fastest navy general with the exception of Eisenhower that you can get. It’s up to you, really. A general with a Level 4 skill by default is quite rare, that skill being among the top in the game even rarer.

However, it never happened with Manstein, Zhukov, Guderian, Nimitz and Konev. I will try Rokossovsky and Dönitz out.

Well said. Donitz is the best navy general (nimitz is a better price performer). You see, Nimitz is someone you would obtain without issues only in Cold War. People can’t live without a navy general for that long, and sometimes Kuznetsov just isn’t enough. However, for those that have medals, Dönitz is the ideal solution.

Finding a 5th skill for a navy general is difficult. Explosives can be redundant or outright useless if the General is controlling a submarine. Sailor isn’t that good considering that submarines can’t be countered, cruisers have 2-hex range and carriers are a combination of both, having long range and uncounterable attacks. Destroyers are normally used for destroying subs and mines, but you can take them out with a cruiser easily since they have only 1 hex range. It’s only useful if you’re on a cruiser battling other cruisers, and even then, you’d normally use submarines for destroying cruisers. Given that Dönitz is preferred as a submarine general, the cruisers would be severely damaged or destroyed before they could inflict a good number of attacks. I believe that the best 5th skill would be Ace Forces because the boost that navy units receive for being promoted is the highest out of all units in the game. Cover is another option if you want to make sure Dönitz isn’t harassed by airstrikes since submarines lack built-in anti-air defenses.

Kuznetsov with lvl 5 rumor sailor and fleet leader may as well be donitz I dare say! I thought he was very strong. The only thing he really lacks on donitz is wolfpack. He is so overpowered. On a standalone naval general, I feel wolfpack does nothing contrary to ew6 and gcr. But I respect your guys’ opinions.
