Hindenberg starts off better. He needs only 2 skills to be changed whereas Leopold II up to 3. Plus emperor vs king Vs. Prince  But, hey, he is still third best artillery guy in the game... |

Prince Leopald is much weaker only because Hindenburg can get to Emperor while Prince Leopold can only get to prince

I would consider vazov, dmitriev, and even putnik before leopold. Leopold skills are very unideal. Salvo is great. Plain fighting I wish it was jungle but ok. The other 3 skills are terrible.
