To be frank,I really need to get used to the movement hex feom time2time lol How movement stars affect movement is confusing too lol. I just know that: Terrain doesn't matter to infantry or generals with geography and the more movement stars a general has, the more mobile their unit is. Lol

Lol once in early game i was about to waiste 540 medals to speed up Kate. Only just in time I realised movement works different on ships. Even 3 additional stars would’ve had zero effect.

Bugle works on cities just as Siege does, just infantry specific? I didn’t know that! So anybody with the combination of Bugle/Strike/Accurate plus Formation/Surprise/Explosive is just as good as Sophia in city cracking. I remember, it was the only skill Netherfreak wasn’t sure about in his skills review.
It’s still not too late to learn for the 70 years old fieldmarshal.

But I believed city evasion was exclusively deprived by Siege, whereas the others were only working on terrain evasion and trench/fence/bunker. bugle/strike/accurate is supposed to take out the evasion of buildings like SM and additional all other evasions (hidden + map) that appear, for this SM is the 'light' version - but a great skill for hybrids - I now fully agree.

MassenaPrice: 8 Emblems Starting Movement: Infantry: 3 hex on light infantry, 2 hex on everything else. Cavarly: 4 hex on light cavarly, 3 on everything else. He is pretty good but not that great. He stands out mostly on cavarly. He has surprise, good training stars, leadership, 4 stars in cavarly. But he does not start off with that great movement. He is not good enough to be purchased, but not bad enough to be considered a bad general.

Moreau Price: 6 Emblems Type of General: Artillery and "Infantry" Starting Movement: 3 hex on all artillery. Let me start off by saying that all though moreau seemingly has 4 infantry stars, as he has no infantry skills, he is a horrendous infantry general. You will never use him on infantry hence they are useless. Furthermore, while otherwise, Moreau is a good artillery general, he is not a good iap. He has no training stars whatsover making him very weak when attacked. He gets below half health and forget he exists. Scharnhorst on the other hand has 3 whilst having similar skills. Furthermore, ballistics is useless so he has only 3 good skills. In comparison, Scharnhorst is him without explosives, but with a trainer skill. There is very little moreau can do that scharnhorst cannot. That makes him a bad iap as he is easily replacable with free generals (Sophia, Scharnhorst, Sakurako, Isabella), many of which are better. Don't get him.

Suvorov Price: 6 Emblems Starting Movement: Infantry: 3 hex on light infantry, 2 hex on everything else. Suvorov also another general people love. Suvorov is an improvement on dobeln particularly in the field of training stars (he has 5 whereas Dobeln does not have any). But he isn't that much more effective due to that and the addition of formation. His movement will be painfully frustrating to fix. He is far worse than Victoria as just formation is worse than assualt art and defense art. And his "huge output," that's theoretical. Most of the time he will hit in the 50s-60s range, not much better than Lannes. I would even argue that Lannes and Washington are far superior due to their better skill combinations. Plus he is an infantry general. Not recommended.

BrockPrice: 6 Emblems Starting Movement: 3 on light infantry, 2 on every other infantry type. Brock, although a slight downgrade on Suvorov, is still a pretty well rounded infantry general. He has good output. But you still don't need him as sakurako is him minus assualt art. Good but not good enough, if he had another good skill he would be blue even. Still, not enough redeemable qualities to justify buying him.

Kutuzov
Price: 8 Emblems Type of General: Hybrid
Starting Movement: 3 hexes on all infantry units but machine gunners, 4 hexes on light cavarly and heavy cavarly, 3 hexes on armored cars and grenadier cavarly, 3 hexes on rocket artillery and light artillery, 2 hexes on siege artillery and heavy artilery, 3 hexes on frigates, 2 hexes on battleship and ironclad.
Kutuzov is a stronger duckwood, as unlike duckwood, his skills are universal. But duckwood is free while Kutuzov is pretty expensive. Furthermore, he is not all that great on land either. He is basically Maria w. Siege and Defense art on Infantry (or Victoria w/o Mass Fire in other words). On other units, he is like a Ney w/o Spy. Kutuzov tries to do everything, and ends up being average on everything. A bad iap for the same price as Nelson, who unlike Kutuzov, knows how to be a powerful navy hybrid. This guy is bad.

Don't get him. For many generals in EW4 I wonder what the ET devs thought when they made them. Moreaus infantry stars are such a case. Maybe they just threw dice.

It’s sad how randomly and unambitious many of the IAPs were made.
