Hi guys, there are countless lists on this site which provide reviews for generals in EW4. But many of them are either outdated or incomplete such as Picard's list, which happens to be my personal favorite list despite it lacking a proper review for many of the generals such as Nelson and Scharnhorst. This will be just a draft which I will continually edit from time and time again. I will also not be able to make a completed copy one first try due to the fact that you have to unlock spins in ew4. But I will do my best to make a good guide.

As always,
Pink = Amazing
Blue = Very good
Green = above average yet not recommended
Yellow = average
Orange = bad
Red = absolutely horrible
Brown = worst of the worst generals in the game. An achievement to be this bad.
Here is a brief summary to serve as a glossary. There will be a link to an indepth analysis next to their respective names.
Alright lets get started. Also there is a brief summary of the various european war 4 skills found in the game. In ew4, the stars on the general are usually the icing on the cake, whereas the skills are what is inside of the icing. A general can have bad stars (berthier) but can still be good as a result of his skills. It does not work the other way around for example with Blucher. A summary is included below.
EW4 Skills Crash Course
1. Spy: + 50% damage against forts. (Great).
2. Strike/Bugle/Accurate: Deprive evasion (terrain evasion, city defense evasion, trench evasion, and miscallaneous evasion (game code). Will at times add up to 25% damage, other times very little or none. (Great)
3. Geography: Mobility unaffected by terrain. Will add an additional hex of movement, and sometimes even two. (Great - when paired with good movement). On infantry, useless
4. Formation/Surprise/Explosive: Increase maximum damage possible. Consistent, but don't add that much damage. (Great)
5. Banner: Flags are quite mediocre in this game. Plus they are also expensive. (Mediocre)
6. Engineering: adds + 2 movement. More movement is always appreciated. (Great)
7. Ballistics/Infantry Tactics/Mobility: do absolutely nothing (worst skill in the game)
8. Assualt art: make using a general more fun as huge crits are hilarious to see. Have a 15% chance to trigger. (Great)
9. Defense art: a certain chance to only take 1 damage when defending. (Very good)
10. Mass Fire: heath level does not affect output. (Best skill in the game)
11. Leadership: prevents morale dropping from normal level. Only time this does not help is maximum morale dropping when being flanked. On infantry and artillery: Amazing. On cavarly, great.
12. Nobility: faster nobility level gain (hp regen). void once maxed. (Meh)
13. War Master: faster rank gain (from killing units). Decent, for a beginner. Void when maxed. (Ok)
14. War Expert: war master but worse. (Meh)
15. Logistics: will prevent morale from dropping due to food shortage. Also, no food consumption. (Below average).
16. Siege: bugle/strike/accurate against cities. Useless when combined with bugle. Otherwise, this skill shines on a hybrid general, (Very good).
17. Steersmann: Damage reduction on ships. (Very good).
18. Navigation: +1 movement on ships. (Very good)
19. Trainer type skills. On a useless cheap general: Amazing. On a good temperorary general: Amazing. Otherwise: very bad.
20. Fireproof: good on ships, meh elsewhere
21. Trench/Barrier/Transport/: awful
22. Sailor: meh
23. Economic Master: Very Good. But easily replaced w. Napoleonic Code.
24. Economic Expert: Meh
25. Architecture: best economic skill to jump start you economy. Combined with napoleonic code, will make a econ difference in not that many turns. On a fast general with napoleonic code, excellent. But as you don't need such a general in most missions, it is not that crucial. Still a great skill in any case.
