18 round limit seems impossible for me. After the first couple of cities I always seem to go really slow. I'm perfect so far in the challenge campaign too, so it's annoying to slip up here. Any tips?

This one is exceptionally annoying. Maybe revisit this when you are in the endgame. Your troops would be stronger then and you'll be able to overpower the enemies more easily. I had to save this until I reached the French campaigns, and until then my vastly improved technology and generals helped me to clear this irritant of a mission
