Why is Tito so bad?

Alright, I'll try to be brief and just get to the point. Tito costs 325 medals, and is the cheapest general in the game. The only problem is he sucks so bad, even though he was the leader of the Yugoslav Partisans, who are (in the words of Wikipedia) "considered to be Europe's most effective anti-Axis resistance movement". In fact, there are 3 reasons which explain why Tito isn't bought by many people, if anyone still buys him at all.
1. Skills
Okay, this is the obvious answer/reason as to why Tito sucks.
First up is Level 1 Replacement, which restores the HP of the infantry unit he's on by 3. Just to give an example of how mediocre this skill could be, an Armored Car that hasn't been touched at all by the tech tree does about 27 damage, give or take a few damage points. To regain 1/9 of what you lost isn't exactly the best trade deal in history. Well, take into consideration the fact that Armored Car has Machine Gun (35% more damage to infantry when untouched), and that 27 becomes 37 damage when rounded, give or take once again. That's when you recover less than 1/12 of what you lost. You can't even upgrade this skill until WWII Pacific Axis 02 Battle of South Asia, so there goes any hope of upgrading it before WWII Europe 11 Destination Berlin.
Next up is Level 1 Guerilla, which has a 12% chance to not get hit by the enemy's counterattack damage. It seems like a great skill, and in all fairness, it's the one skill that Tito has that isn't mediocre, useless, or bad. That's when you have to remember that for every 25 times, Guerilla will only activate 3 times. Although Tito probably won't live to see those 25 hits as his Lieutenant rank will prevent him from doing so. This one also cannot be upgraded before the aforementioned Destination Berlin, as it isn't unlocked until WWII Pacific Allies 01 Attack on Pearl Harbor.
Lastly in this first section, we have Level 1 Economic Expert, which adds to the amount of money the city makes by 5. I'll keep this one short and simple. Who the (bleep) would want this skill aside from people who do tasks? Not able to be upgraded before Destination Berlin just like the previous two, but this one is even worse. E2 can't be unlocked until Cold War NATO 05 Red Shadow.

Tito's skills and inability to upgrade them hold him back from being good.
2. Competition
This one won't be as lengthy as the previous section (or so I hope)
To put it simply, why get Tito as an Infantry general when you have Kuribayashi with Level 3 Bayonet Charge and Captain rank, as well as all 5 Infantry stars when purchased? How about Crerar with Level 1 Infantry Leader and Level 2 Crowd Tactics while having the same rank? Heinrici with Level 1 Rumor and Level 2 Infantry Leader and a Captain rank? Nasser with Level 2 Raider and Plain Fighting as well as Level 3 Desert Fighting? Zhu.D with Level 3 Infantry Leader, Level 1 Replacement, and Level 2 Guerilla with the added bonus of having the rank of M General? Not just Infantry generals as competition, all of Bronze tier is competing with each other. Why get the Tito as a general when for 225 medals more, you can get the king of Bronze tier Messe, with an orientation in tanks, Level 1 Armored Assault, Crowd Tactics, and Rumor? What about Bronze tier's hybrid Bagramyan, with Level 1 Mountain Fighting and Level 2 Crossfire? Auchinleck as a Diet Rommel with Level 1 Panzer Leader and Desert Fighting and Level 3 Explosives? Okay, I just realized those three could be used as tank generals, but that just goes to prove that Tito has a lot of competition in Bronze, but unfortunately doesn't compare well to any of them in my unprofessional opinion.
3. Savings
Okay, I'm beginning to think that the first section was the only one that needed a TL;DR
Alright, who would by Tito knowing that they could save up for arguably one of the best generals in the game otherwise known as Guderian? Why buy Tito when you could get someone like Rommel at 40%, Rokossovsky, or Vatutin? Tito isn't necessary when you have Yamashita, Rundstedt at 40%, or even Mannerheim, so why bother? Leeb and Konev at 40% are worth getting (Konev especially since he can be used as an Infantry general due to Raider), so is Tito even worth getting? The answer to all of these questions is simple, don't get Tito at all.
Conclusion
Tito's skill in Replacement is kind of useless, his skill in Guerilla is sort of good, and his skill in E2 is only good for tasks, but due to them being unlocked in later campaigns, they don't help him at all. The amount of better Infantry generals in Bronze make him not worth getting, as well as the competition faced by all the other generals in Bronze overshadowing him due to their better orientation and skills. Lastly, when there are generals out there who are worth getting and cost a lot of medals, Tito isn't worth getting compared to Gold tier generals and even some Silver tier generals, so his fate is doomed to wait in the HQ for all eternity.
