If you have much medal: Cavalry: Sulkowski(high output, smashes forts, cav trainer, tier-2)/Dumouriez(fine output, cav trainer, tier-1)/Diez(fast, not high but acceptable output, move trainer, tier-1). Artillery: Scharnhorst(best artillery in tier-2, high output, normal speed, arty trainer, tier-2)/Kutaisov(cheapest trainer, fine output,tier-1). Infantry: Hull(high output)/Zakrevsky(mass fire, infantry trainer), all from tier-1. But I don't recommend infantry. Business: Arnold(5 star business, smashes forts, business trainer).

Some good cavalry generals are Sulkowski, Golitsyn, and Ney. Golitsyn and Ney can be potentially end game generals as well. Now using your shiny new cavalry general, you need to complete a conquest under 65 turns to get Sophia for artillery because she is VERY strong. France 1798 is a pretty easy one. Britain 1798 is quite easy as well.

And Sulkowski is a trainer so you won't keep him anyway

Obviously Sulkowski>Ney all the time on cavalry. Well yeah. You want to profit the most out of your generals. Having an unused trainer is not a good idea. Temporarily, yes. Permanently, no.

My personal favourites Cavalry:Gotlysin('nuff said) Artillery:Scharnhorst (trainer, and three skills that increases artillery damage. Haven't got him yet) Infantry: Hull(quite cheap, 4 stars infantry, good skills and only needs one "infantry trainer" regroup)

Wittgenstein is more likely an instant power for me. If you are really need one at this moment, he can be a choice. But for me personally I rather wait for Sulkowski.

Personally I'd pass on that one, there are better ones for less than 935 medals. His "Skills" are really very good even if he does have 5 Inf. stars & 4 Cav. without good skills specific to either Inf. or Cav. he's on the weak side. IMO.
After learning from my mistakes I kind of started over and began buying generals that are trainers so I could find generals with the skills I want over how many stars they have initially. Afterall, that's why there are trainers,to make a "mediocre" general into a good one. I did quite well with Kutaisov and still have Dumouriez for now.
My plan and game play is very different than most though. I'm not buying anything, not even slots and am doing things in steps so to speak.

War Expert/Master (speaking from experience with Radetzky and his War Mastee) accelerates increase of rank (hps added). It can be somewhat useful for a general you get later in the game (it helps him catch up). But it's only worth it for a general with other good skills.

For your first general, you might consider to get start with cheap ones with "trainer skill" because you can use them while you are refreshing the HQ for decent ones. In additional to star, rank/nobility can partially transfer to the decent ones by regrouping. I recommend Kutaisov for artillery and Dumouriez for cavalry.
Based on my experience, artillery general is more useful in the early game since low rank cavalry gen die pretty quickly. So unless you have a general to help carrying a low rank cavalry gen, I suggest you get an artillery one first.
