That is the reason I say "If you have enough medals", if you really want a very speedy cavalry, Berthier is your best choice. He is one of the only two who can run 6 hex on Light/Heavy Cavalry(the other one is Davout). To get Berthier, well prepareation of medals is required. How does Berthier go 6 hex? Do you use some move items? What makes Berthier different from others? If it is geography, everyone can get it with a warhorse.

THEORETICALLY, You can get Berthier 5 move stars and 2 +2 move items. This will give him 9 additional move points. Golitsyn can only have one +2 move item, since he needs a slot for War Horse, limiting him to 7 added move points. I say theoretically because it costs tons of medals

War expert allows a general to rank up faster (a skill that I consider to be pretty strong early game) but is only really worth having if the general has another useful skill that aids in combat (I prefer damage output over anything else, but that's just my opinion)
