IF you have a medal and IF you crit-hit... Constants are better. Terrain based skills and armored assault are much more useful in my opinion. Graziani is my pick over Rokki any day... Period. Point blank. Plain & simple. I add plain fighting and forest to Graz and he is kickazz... Of course I invest a bunch of medals in him, but it is worth it. In place of assault I make due with his ace forces... What madals do you give him?

Gerd von Rundstedt , If you are still trying to persuade your brother, the main argument I have seen defending Graziani is that "he has horrible skills, so if you use medals on them, they will become useable", but for me, this doesn't make sense. Machinist offers a small amount of HP back, but it's still HP, so I guess it could be average. Ace Forces is useless when your troop is maxed out on EXP, and Mountain Fighting is useable. You can't put him on #3 of Top Panzer Generals because he just isn't the best. He is useable, but not the best. Rokossovsky on the other hand, has a great skill in Panzer Leader, Tide of Iron is in the middle of horrible and useable, and Shelter is horrible. Useable, but use Rommel. I can see him being put in the Top 4, but Graziani maybe top 5 or 6. I would say Machinist is a very good skill, although not top tier like the Blitzkrieg, AA, or Rumor, and Mt Fighting is great, I believe better than plain fighting, and Ace Forces has some use, so it is better than Shelter. Panzer Leader I dislike because it is so unreliable, and not very good without the medal, obviously given to Guderian. Gerd von Rundstedt , I hear you out, but they both are very expensive to upgrade to "Top 3" tier. Graziani is obviously above average, or useable. Roko is same. Both are very close, and I don't see a large difference between them both.

Mountain Fighting (+) : 20% damage reduction from enemy attack for tanks (-) : less mobility if you sit on a mountain Plain Fighting (+) : more mobility for your unit in the next turn, faster to approach enemy target/city. (-) : your unit become more vulnerable, because no cover/ no damage reduction from enemy attack.

Simply put, PL is required to maximize efficiency. There is no getting around that. Every tank general needs PL+AA.

An example of PL's usefulness is Guderian, +36 more damage + 3/5 chance of doing even more damage with a medal for it, makes more massive damage, even more if you add good skills to him.

I actually meant medals as far as upgrades for skills... But the Legion medal would be good terrain boost...Revolution helps machinist be more useful ...

Guderian, with maxed skills and level 5 explosives with AA medal, does: ~80% bonus to units on cities (probably due to the stacking of explosives, which is why Rokko is better than Graziani) ~50% bonus to sea units, ground units, including infantry.

So rather than just doing more damage to the city, PL stacks with explosives to do extra damage to the unit too. This is how my speedruns are possible; I am able to take down max level cities in two rounds with one artillery and tank general or two tank generals.
