I think the amount of item switching also annoyed me, i.e. Equip flags, attack with adjacent units, unequip flags, equip move items, move, unequip move items, equip attack items, attack, unequip attack items, equip flags, attack with adjacent units, unequip attack items, equip defense items, end turn.I count 14 steps!

DeRoy in 1798 HRE comes with the dragon flag and has low movement so I try to activate the flag as much as I can when he attacks. The problem is high movement is one of if not the most important advantage of HQ generals, so if your general has 3, 4, 5 hex movement you lose that advantage to get a max +4 attack (with two flags). It's unfortunate. I wrote in another thread about what flags would make it worthwhile. My feeling is that due to cost and effect, banner is up there with logistics and transport as far as useless skills. Atleast, logistics and transport don't cost anything.

I don't think you will be able to run that fast without getting severely damaged in campaigns. If you start to slow down then Banner will start to show its effect. Price and switching are issues but the quality of Banner is far better than Logistics and Transportation.

Price and switching are issues but the quality of Banner is far better than Logistics and Transportation. If you start slow in the missions, you always get a problem. A 3-star victory is much harder than to get a gerat victory in short time. Some of the heaviest missions are really easy as long as you are rushing. I believe all (land) missions have a 3 princess walkthrough, that takes around half the rounds for a great victory. At the end of a normal mission, all my princess are on mininal health (with snair) - but who cares, if all objectives are done. Movement is the key to beat EW4 - in missions, even all normal units have their path to follow - once you start finding the ways, missions become a great fun. Fatima helped me, to find the usage of each of the starting units. And Sakurako is part of many puzzles, for this reason I missed her.
