1. Rundstedt - Best hybrid in the game, great on Arty, Heavy Tank, and especially inf. Only problem is speed. 2. Vatutin - Best User of KV-6 and best Heavy Tanker in Game. 3. MacArthur - Best Allied Inf. 4. Rommel - Best allied heavy tanker. 5. Badoglio - More Versatile than Leeb for just a small amount of output sacrificed. 6. Govorov - Best Allied Arty Allied heavy tanker? Rommel?

Great, just do not make the mistake of substituting him with Nagumo. Believe me, Nagumo is not a substitute.

My advice is that it's best to get Donitz for the quality. An alternative is Nagumo, who is weaker, but cheaper. Donitz is better because he hits harder more consistently and has better durability. I'll argue that Nagumo can be a substitute because he still hits hard so he can still fulfill the role of a strong naval general if you feel like you need to save medals for something else.

If Nagumo has five stars how is he weaker? Donitz has wolfpack, giving him +15 attack in both phases and buffing naval allies. Nagumo has naval gun strike, +10 damage when initiating combat. By themselves, Donitz does the same amount of damage on player phase and more damage on enemy phase. Donitz has torpedo expert, +24% damage against navy in both phases. Nagumo has destroy, +24% crit. Donitz has more reliable damage. Nagumo only has the potential to do more damage when attacking army units. Donitz has warning, 30% less damage from navy and airforce attacks. Nagumo has logistic, +8 HP per turn. Donitz is more durable because logistic is useless in sustained combat.
