4* Inf
5* Fort
3* Move
2(?)* Cav
2* Arty
0* Navy
2(?)* Trading
3* Training
Defense Art
Siege Master
Fireproof
Formation
I have very little time (am at a retreat with Wifi), but I will lay out my reasons why he is an excellent general. He is essentially a better infantry than Suvorov IMO, and when regrouped an OP everything hybrid. He has the Siege Master, which is primarily why people love Ney, he has Fireproof, OP on Navy and forts, and still useful on land (5% damage isn't nothing). Formation, Suvorov has it too, so they are equal in that respect. Defense Art is OP, especially for s/l players. Suvorov has Mass Fire, 2 Train Stars, Bugle, instead of Kutuzov's Fireproof, Defense Art, and Siege Master. This makes Suvorov somewhat better, but also much more expensive, because of movement trainers. He has much survivability, and if you give him a snare drum, he will be flat-out better than Suvorov, or really anyone other than Victoria. On Artillery, he is Comparable to Sophia, worse, but near her level. He is relatively fast. On navy, he is powerful, especially for land support, to the level of Hood. On Cav, he is Ney, but better IMO. His major downside is his price though. As a mostly F2P player (I have bought a variety of very chap purchases) that price is unacceptable. So he will not be a buy for me, as much as I love him in theory and will use him as a primary IAP if I make one.

If you want a good inf gen for that price, get Lannes or Suvorov. If you want a hybrid IAP, get Poniatowski or Davout If you want an IAP navy gen, get Nelson and get an arty gen at the same time for your troubles. Scharny and Sophia are better for arty and Radetzky and Dombrowski are better on Cav. In other words, out of all the IAPs he's decent but he has easy replacements. I wouldn't use him as a primary IAP

And Mass Fire >>> Bugle. Even if Formation was working it is Β½β. Siege Master helps in some situations, but Burgle can't be replaced with an item. So for a headquarter general I rate Burgle > MassFire. For mission or conquest generals is MassFire abolutely the best skill.

Gerd von Rundstedt , Kutuzov is decent, but there are alternatives, as Arya Stark mentioned. I even wouldn't hesitate to buy Lannes as a hybrid because he is really good in cavalry, having 3 stars if I am not wrong, along with Geography and Leadership and Assault Art, which is an added bonus if you put him on cavalry. He is a much better hybrid than Kutuzov. Even Nelson is a powerful Navy/Art hybrid. Kutuzov on the other hand, has formation which is great. Siege Master might be universal, but works only on cities. Fireproof is meh because a universal skill is much better. Defense Art is great, but I prefer a universal skill like Leadership, which works all the time. I hate the skills which trigger by chance.

However, they both have a skill that is useless: Inf Tactics and Geography. In addition, Leadership is not an excellent skill for infantry as they will rarely go behind enemy lines. Lannes. IMO the main thing about Kutuzov is that he lacks Bugle, but so does Lannes. If he did have it, it would be bad as well, because of Siege Master. I think he is an excellent Hybrid in a game where an all-round hybrid is scorned by most players.

While he can tank cav charges the fact that he can be whittled down and killed off a lot easier than Lannes (both because no Mass Fire + no Leadership) means under the same conditions, (i.e. same unit, same health, same stars, same items, etc) Kutuzov will most likely be killed faster than Lannes while also dealing less damage back as his health decreases.
Kutuzov is a decent all-round hybrid but Poniatowski costs 6 emblems (assuming you are willing to grind for medals) and Lannes and Davout are both 8 emblems who require some investment but can go on near any unit and who have more useful skills than Defense Art (which I'm not a fan of) and Fireproof

Kutuzov is a decent 5β
fort-general with Fireproove, a top skill for a fort-general, and DefenseArt not so bad too. Other fort-skills are Leadership, AssultArt and Banner
Formation seems not to have any relevant effect, so just DefenseArt in maybe 10% lets say 25% of the fights... For me he has a quarter of a skill for infantry. A typical ingame general - look at his price and analyse Fatima or Victoria as alternative.

As IAP can't be Kutuzov on infantry a recommendation. You find much better infants in tier 2.

To learn is infantry nice, but as you said: For holding the line (and the last shot) is double or tripple infantry enough, a headquarter general as meat-shield is not a good idea. Tripple line infantry I use barely, there quite expensive for only 25HP more, and the formation factor is only with β₯80% health different.
