I recently got Rokovossky alongside my Montgomery (a cardinal sin!), and promoted them both to 4 stars (another cardinal sin!), so I decided to try getting data from them. I've wasted some time repeating several missions, experimenting to get the average damage output of our heavy tank generals. Heavy Tank Generals, would be defined as generals with the gold level 2 Panzer leader skill, giving them an additional 24% chance to attack again. Namely, Rommel, Montgomery and Rokossovsky. Random data collection details I collected data for the allied generals by replaying 1939: The siege of Lille and the Battle of Montcornet. However for the axis side, due to a lack of easily accessible heavy tanks on turn 1, I took data from 1941: The siege of Lenningrad.
Thus, the data collected might have a slight difference between axis and allied, due to 1941 enemies having level 1 tech.
Furthermore, for all 3 generals, I was unable to collect data on attacks against Heavy Artillery readily, and will be omitting that. For Rommel, I was unable to collect data on his attacks against normal tanks.
All data collected is from
1. The first attack against an untouched enemy 2. A 4 Star General 3. Normal attacks, with critical attacks being left out 4. The troop itself, without special forces equipped

Common conclusions: Rokovossky does close to a full 10 damage above Montgomery for armoured targets, possibly rivalling Rommel, while Montgomery does close to 5 damage for everything else, as expected. Notes: As the defense of troops goes up, the differences between the two allied tank generals shrinks. It may be worthy of a follow up investigation with endgame stages if the defense level has increased to the point that damage level converges to the same point. Notes for Data Collection pt 2: Little to no difference from pt 1. Montgomery still leads by close to 5 DMG on infantry and artillery, as expected, while roko continues leading by an additional 10 DMG. Prince Eugen was one of the targets. It has a 15% chance to reduce damage taken by half. This happened about 3 times for every 10 attacks. I nullified those data and repeated it to obtain another value, same with critical attacks. Side note: BB code for tables is a mess, I regret everything now

Common conclusions: Rokovossky does close to a full 10 damage above Montgomery for armoured targets, possibly rivalling Rommel, while Montgomery does close to 5 damage for everything else, as expected. Notes: As the defense of troops goes up, the differences between the two allied tank generals shrinks. It may be worthy of a follow up investigation with endgame stages if the defense level has increased to the point that damage level converges to the same point. Wow, this is amazing! So it is finally clear that the winner is Monty, who has this ( He wins) plus all his other buffs. Not so fast. It can also be debated that Roko wins because of his large damage to armor. And the damage in which Monty is better is rarely used or can be dealt with easily (arty and inf respectively).

It can also be debated that Roko wins because of his large damage to armor. And the damage in which Monty is better is rarely used or can be dealt with easily (arty and inf respectively). Um, Infantry is definitely the main enemy of an HT, and Monty does this the best out of anyone. Tanks are essentially what you hit if they are almost dead so you can get a reset. Same with Artillery. Monty is a lot better than Roko at clearing out large areas.

Monty is gorgeous. And the statistics show it. The main target for HT is infantry. This is the most common Unit throughout the game. And Monty takes it off like nuts reloading his Panzer Leader. About Anti-Armor. Both Monty and Roco hit the tank 1-2 times when he has low health to annihilate him and reload PL. No one on HT will attack other full HP tank. It's just waste a resources. As a result, Rocko is overrated as his Anti-Armor. So the total damage for Monty's campaign will be higher.

I noticed that several values for Montgomery were off, and wondered if I was blundering earlier today, so I redid the values, adding a / next to the new values, and then taking the average of those 20 values.

That's the key word: PL CAN make it up, I am a player who prefers plain output to leader skills, So IMO the plain armor stars and the damage boosting skills are superior. Im also a firm believer that blitzkrieg is better than machinist, but that one really depends on your opinion.
