As you probably know, infantry-air hybrids aren't my favourite as infantry and air are my least favourite units in the game (which I think is a shame, infantry should be usable even in a WW2 game). But if you want one, why don't you go for Arnold (2 stars on infantry for 1 star in mobility, but much better skills) or Rundstedt (lower starting price and one skill slot more). But, atleast I agree with one of your statements: I hate RNG skills too (except level 5 Blitzkrieg with the medal). In campaign he sucks. In conquest he is pretty good as a fast city-cracking air support. RNG skills are frankly trash, again, with the exception of Blitz AND RUMOR. Too slow to me in conquests. The frontline moves so fast that 3 stars in mobility won't be enough to keep up in late game. That's also why architecture is bad. Yeah, Rumor is the best RNG skill and the best skill in general...after Elastic Defense of course.

I love Crowd Tactics and 375 medals is a very small price for what you get (of course Messe is better, but still).

I still think that Rundstedt is superior to Mannerheim, mostly because of potential. Guerilla + Street is Arguably better than Raider 1 and Jungle 1. Streets are decent places for infantry to be. Unless a tank general is around, I would say even superior to Jungles. Guerilla is always nice, and infantry need survivability way more than output.

Then I use him as my primary navy until I can afford Kuznetsov.

Navy is now done. As you can see from the ratings, there isn't really any bad admirals in the game in my opinion. Fletcher is the only one who can't have rumour and all of them have decent damage really.
