If you have significant advances over an enemy or you capture all their territory, they will capitulate.
This is a reason behind my current preference for picking fights with the Legend faction first over human civilisations in Ragnarok. You'll be able to to land a coup de grace that will knock out the biggest power ASAP while preventing said power from overwhelming humanity.
Actually, I'd recommend keeping your alliances or temporary non-aggression pacts. Ideally, they block potential enemies from surrounding you, enable you to move in certain directions with reduced interference from other enemies or allow you to beat your "main" enemies at the moment.
A long-term ally (99-turns) can be encircled and rapidly overrun, whether you made the first move or not.
A short-term ally fulfil the same basic functions as a non-aggression pact signatory. However, your relationship afterwards depend on your situation and moves. China can easily defeat Angkor once the player's gens can be sent to Angkor. On the flip side, Greece can lure Rome into attacking Hellas while the player's gens close in on Rome and other territories. They can even have a stand-off along the border.
Of course, it also takes experience and strength to exploit any of these situations. At the start, I found Rome to be easier to win with than Han China and Han China to be far more difficult to win with. Now, neither are a problem.
