I've given my Commander max infantry levels and 7 navy levels. I'm now looking to give him some skills and I'd like to hear the thoughts of some more experienced players.
What I'm thinking right now is that the best skills for an infantry general are shield wall, infantry commander, ambush, and then perhaps march? Or is march not needed with his talent? Are plain fighting, siege or counterattack worthwhile, or maybe a navy skill?
Should I maybe consider changing his type? FWIW, I have Pompey and Vercingetorix for infantry, Antony, Pacorus and Huo for cavalry, and Drusus and Mithridates for archers, plus enough medals to pick up a couple more generals.

Especially if you haven't put any skills on your Commander yet, I would change him to cavalry, only 5000 coins. I gave mine cavalry commander, guerilla, assault and charge, he's wonderful with the Golden Spear and Dragon Tripod. Drusus and Mithridates VI will be enough for archers. I think you should get Bato/Crassus/Burebista/Labienus for infantry and Belisarius for cavalry and them you can start focusing on buying items and artifacts as well as upgrading your generals.

well... what i have done is, like some kind of the hybrid heroes Kleopatra and Agrippa having both a naval skill, the navy commader and a land terrain type, cav instead of inf march and siege being versatile skills fitting for every kind of situation

Cavalry commander and guerrilla are good, assault and charge are appealing too but I'm not sure there are any cavalry skills that match up to shield wall, so my thought was that march could give the mobility of a cavalry general while shield wall would give better survivability. Does the dragon shield give enough health that it doesn't matter?

Does the dragon shield give enough health that it doesn't matter? It's not about contesting shield wall, but rather the positives of cavalry. For one, cavalry has pursuit:60%chance to perform another action. Not as consistent as cavalry in EW5, but good enough to be consistent. That naturally makes cavalry much more mobile, and opens a lot more options for them. They also have a natural advantage against infantry, which is the most numerous type of unit. Third thing is,we really don't have a cavalry general that has march and great at combat. Antony is the closest, but the lack of Assault and guerrilla makes him more of an infantry killer. Meanwhile, infantry has Pompey, and without Spartacus' banner, he's the best infantry general. That's not considering Labienus and Vercingetorix, along with Flaminius.

Maybe rain of arrows is slightly better.

Slightly off topic, but do you know how Cavalry Commander stacks with Pursuit? If Pursuit gives 60% to attack again, I suppose adding a level of Cavalry Commander makes it 65%?

They're not additive, and are calculated separately. I'd say the probability of attacking is around 70-80%, didn't really do the math but just a guess. That said, flat damage bonuses aren't too impactful compared to the ones that increases crit rate, chance to attack again, or chance the enemy doesn't attack. The only one that manages to make it somewhat work is Scipio. Just put in guerilla ,cav commander and assault and you're good. March is good, but it's advantage lies more on how it opens up options rather than solid combat performance.

This happens to be my area of expertise)) If they're calculated separately, then pursuit at 60% plus 4 levels of cavalry commander at 20% means 0.4 * 0.8 = 0.32 probability of *not* attacking again, or only 68% chance of attacking again. Basically cavalry commander isn't as good as it sounds; 60% of the time it doesn't even apply so it's actually only +2% per level. I still think it's one of the best four skills for cavalry. I've decided to do the switch to cavalry, and to get guerrilla, assault, cavalry commander, and I expect I'll go with march, then with Pompey and Antony I am speed. I can get banner of Apollo as well which sounds fantastic. Thanks to all of you for the advice.

Cavalry Commander is better at attacking and rushing, but an Infantry Commander is the best at defense and survivability. And, you have more options to choose skills for him. The best banner for him is BANNER OF JUPITER. - Best defensive Inf commander: Hide - Counter Attack - Ambush - Shield Wall. - Very good defensive Inf commander with some attacking ability: Shield Wall - Counter Attack - Hide - Infantry Commander. - Good defensive Inf commander with siege ability: Shield Wall - Counter Attack - Siege - Infantry Commander. - Balance between defending and attacking: Shield Wall - Counter Attack - Roar - Inf Commander. - Good attacking and mobility: Shield Wall - March - Roar - Inf Commander. - Best attacking and mobility: Plain Fighting - March - Roar - Inf Commander.

You're basically tossing the coin twice. If you get atleast 1 head after killing something, then you get to act again. And we must not think of it as just one instance, but multiple, since we'll be attacking quite a lot with our cavalry, so eventually, against units we don't kill, it will proc, it's an inevitability unless you get really unlucky and finish the campaign or conquest fast.
